The 2030 Agenda for Sustainable Development (Agenda) is a global blueprint to create a better world. It has 17 Sustainable development goals (SDGs) focused on peace and prosperity for people and the planet, now and into the future. The Agenda pledges to leave no one behind and recognises disability as an issue that cuts across all SDGs. For emergency management, the SDG 13, with the target 13.1 specifically focusing on strengthening resilience and adaptive capacity to climate related disasters. A UN Flagship Report on Disability and Development states, relating to SDG 13, warns of the failure to consult with people with disability, and their representative organisations, in the development of emergency plans. Obstacles to full participation in society for people with disability prior to disaster will exacerbate their risk before, during and after disaster.
