In December 1991, flood waters damaged homes and businesses in Ballarat due to the largest flood event recorded at the time for the Gnarr Creek system. Investment in storm water management systems occurred after this flood in an attempt to avoid a recurrence.

The Insurance Council of Australia estimated the 1991 damage at $24 million, with the 2011 estimated normalised cost of $90 million.
